This new design for an omni-directional vertical axis turbine is called a, "Flap Turbine" or, "Check Valve Turbine".  Wind or water open and close flaps to create an un-balanced force which could turn a generator.  This arrangement relies on turbulent drag force instead of aerodynamic lift forces caused by laminar flow used in conventional wind turbines.
